Title: Statement From Joint Struggle Headquarters

The Kim Dae-jung Government should take full responsibility for the April
10th brutal suppression of Daewoo workers! 

Punish the Commissioner of the Police Agency and others responsible for the
violent suppression of April 10! 

Immediately release the workers arrested, wanted by the police, and taken to
the police station! 

Immediately reverse the massive layoffs of 1750 workers! 

Stop the sale to General Motors! 

The Inchon district court ruled on April 7th that management should not
prevent members of the Daewoo Workers Union and the Korean Confederation of
Trade Unions (KCTU) from accessing the labor union office. 

Despite the court's judgement, the police, on April 10th, violently wielded
their clubs and shields on lawyer Park Hun and union workers, who were
protesting that it was illegal for the police to ban them from entering the
union office. This resulted in 40 injuries, 21 taken to the police station
and lawyer Park Hun hospitalized for a pelvic bone fracture--all inflicted by
the police. 

The government forced the head of the Bupyoung police station to resign. This
is not a just response to the unwarranted violence. All those responsible for
the violent suppression on April 10th should be immediately arrested,
including: Commissioner General & Head of National Police Agency Lee
Mu-young, Commissioner of Inch'on Metropolitan Police Agency Min Seung-ki,
head of Bupyong Police Station Kim Jong-won and the head of the Inch'on riot
police. 

The police brutality on April 10th was not just a problem caused by the
policemen using violence, but they also illegally interfered in the execution
of workers' official duties as ruled by the court. Therefore, the government
should immediately guarantee unionists safe access to their union office. 

We demand that police troops deployed around the Bupyong plant be withdrawn.
Thousands of policemen have been stationed in and around the plant since
February 19th. They have committed human rights violations against workers.
Daewoo Motor has been paying for the police, wasting money that should be
spent in normalizing the company. Gangsters, also paid by the company, should
be withdrawn. The government should also immediately release arrested
workers. 

The government has never taken reviving the company into consideration but
has always insisted on its overseas sale. As part of meeting demands for the
overseas sale, 1750 workers were sacked. However, Daewoo Motor's overseas
sale will trigger several economic problems. If the Bupyong plant is shut
down, Inch'on citizen's taxes will be raised by 30% and the nation's economy
as well since Inch'on's economy will totter again. Examining this bleak
outlook, the government should immediately reverse the layoffs and find ways
to resurrect the company. 

The Joint Struggle Headquarters against Daewoo Motor will take the lead and
fight in order to arrest those responsible for the violent suppressions,
scrap the company's sale to GM, and abolish layoffs.
